Statement on the IPC Food Insecurity and Malnutrition Alert on Gaza

On July 29, 2025, the Integrated Food Security Phase Classification (IPC) issued an alert warning that the worst-case scenario of Famine is unfolding in the Gaza Strip and access to food and other essential items and services has plummeted to unprecedented levels. 

The Humanitarian Coalition is critically concerned by the worsening conditions in Gaza and Israel’s continued restrictions on humanitarian access. We reiterate that international humanitarian law must be upheld in order to save lives and reverse the catastrophic levels of suffering in Gaza.

We call for an immediate and permanent ceasefire, unfettered and safe humanitarian access, the release of all unjustly detained people and remaining hostages, and the restoration of basic services and livelihoods.

Key findings from the IPC alert

  • The food consumption threshold for Famine has been passed in most of the Gaza Strip, with 24 per cent of households experiencing very severe hunger and 86 per cent of households regularly not having any food to eat.
  • Malnutrition has reached the Famine threshold in Gaza City, with more than 20,000 children admitted for acute malnutrition from April to mid-July.
  • There is growing evidence that hunger-related deaths are increasing due to widespread starvation, malnutrition, and disease.

About the IPC

The IPC is a global, standardized system for analyzing and classifying the severity and magnitude of food insecurity and malnutrition. It classifies contexts on a scale of five phases—from minimal food insecurity, to the most extreme cases, which are famine.
